SBTC has drafted and submitted to Under Secretary of Defense for Research and Engineering Heidi Shyu a white paper addressing the issue of technology transition at the DOD, and offering several recommendations to utilize SBIR and other innovation programs to improve and accelerate outcomes.  While defense-focused high-tech small businesses continue to produce transformative, next-generation technology, connecting this technology with programs of record and getting primes to insert that technology into their systems continues to be a challenge.  The recommendations in this paper would create incentives PEOs and primes for insertion of technology funded by SBIR and other defense innovation programs, as well as expand contract standardization, matchmake the backlog of SBIR-funded technology to interested PEOs and programs, and mroe closely match topics with program offices.
