The Small Business Technology Council has given Assistant Secretary of the Navy Sean Stackley a DOD Small Business Champion Award in recognition of his contributions to the SBIR and STTR program. SBTC praised his leadership in directing the issuance of the Department of Navy SBIR and STTR Phase III Guidebook, which is now being utilized by all three services as a desk reference for program managers and contracting officials to use for the Phase III program.
In addition, his “Tapping into Small Business in a Big Way” memorandum, now being replicated throughout DOD, strongly encourages contracting officers and procurement offices to use sole source Phase III contracts when applicable, and to give preference to SBIR companies that developed the original technology. These two documents are playing a big role in increasing the understanding and use of Phase III contracting at the DOD.
The SBTC also sent a letter to President Obama praising Senator Stackley’s contributions and understanding of the role innovative small businesses play in Navy R&D and acquisition.
The SBTC commends Assistant Secretary Stackley for his commitment to small business and his recognition of the importance and usefulness to DOD’s mission of the SBIR program.
