The Small Business Technology Council held its annual membership meeting and awards presentation on September 19, in conjunction with the National Small Business Association’s Washington Presentation. The meeting, held in a breakaway room after the NSBA’s Congressional Breakfast, was well attended by SBTC members and interested non-members.
SBTC Executive Director Jere Glover and Co-Chair Bob Schmidt led the discussion, which touched on a number of issues relevant to high-tech R&D focused small businesses. Some of the topics covered were SBIR reauthorization, Sec. 174 R&D Tax Deduction legislation, issues arising from the new Foreign Risk Management requirements, IP and patent legislation, and the Biden Administration’s proposed new regulations on March-In rights. After the focused discussion, the floor was open to general Q&A and Jere and Bob answered questions from the attendees.

We also used the opportunity to honor our 2024 Champion of Small Business Technology Commercialization Winners. We had 9 winners this year, 3 of whom were able to attend the awards presentation on the 19th and receive their awards in person. In addition, we also honored recently retired Navy SBIR Director Bob Smith with a Lifetime Achievement Award, for his decade-long service running the SBIR and STTR programs. Under his tenure, the Navy SBIR program was a model organization that generated $2 in government follow-on investment for every $1 spent on SBIR awards.
