SBTC Needs Your Input on SBIR Phase III Award Issues

Recently, the U.S. Small Business Administration (SBA) issued a request for comments from companies participating in the Small Business Innovation and Research (SBIR) program, and we need your help. The Small Business Technology Council (SBTC) is urging you to complete our survey here as well as submit your comments directly to the SBA.

SBA Request for Comment on SBIR Policy Directive

Although the SBIR program provides for a Phase III for follow-on/commercialization funding of SBIR technology and the law requires agencies to give Phase III preference “to the greatest extent practicable”, we are still hearing from companies that cannot access Phase III funds, or face serious hurdles along the way.

As the nation’s leading advocate for the SBIR program, SBTC is urging you to complete our survey. This survey is designed to compile input from the thousands of SBIR firms like yours in order to provide a strong and collective response to SBA’s inquiry.

Additionally, we also have a few questions for winners of the DOD’s Rapid Innovation Fund (RIF) program, which has awarded hundreds of millions of dollars to help small businesses commercialize their Phase II technology, but it has not yet been funded this fiscal year, and may expire next year.

With your help, we will be able to get a better idea of what are the biggest and most common issues facing companies seeking Phase III funds, and work to remedy those hurdles. As part of the nation’s first small-business organization, the National Small Business Association, SBTC is the leading voice in Washington, D.C. for SBIR companies. Your input on this brief survey will be incredibly helpful in those efforts.
