The SBIR program is an invaluable program for funding high-tech innovative small businesses to develop their technologies while meeting agency needs.  Phase III of this program provides commercialization funding for companies whose technologies have passed through Phase I and II.

Despite Congressional mandates and SBA policy directives, DOE has not implemented a clear policy for Phase III.  This makes it much more difficult for small businesses that work with the DOE to fully mature their technologies and bring them to marketplace, as well leads to confusion and mishandling of funds and intellectual property by government contracting officers.

The SBTC sent a letter to DOE Secretary Moniz asking him to develop and implement a clear Phase III policy to help give small businesses the greatest opportunity possible to fully commercialize their government-funded technology.
