The Small Business Technology Council submitted formal public comments to the Federal Register on the proposed changes to the SBIR size regulations by the Small Business Association on July 16, 2012. We have had a number of concerns about these proposed changes, especially regarding the changes that would allow foreign-owned businesses to participate in the SBIR program, and changes to the affiliation rule that would allow groups of large businesses to own SBIR companies.
